A career built on integrity, evidence and public trust.

Daniel served as a detective on Victoria Police's Purana Taskforce during the Melbourne gangland wars, including the period connected to the Lawyer X matters. It was there that he saw firsthand how organised crime exploits institutional weakness — not only the violence, but the quieter failures of process, oversight and judgement that let criminal enterprises operate for years before anyone is held to account.

That work shaped a conviction that runs through everything he has done since: serious crime is rarely defeated by a single arrest. It is defeated by systems that are hard to corrupt, evidence that is properly gathered, and people prepared to follow it wherever it leads.

Daniel ran covert corruption investigations that sent serving police officers to prison — some of the most sensitive work in law enforcement, conducted against colleagues and under intense internal pressure. He went on to lead Victoria Police's Professional Standards Command and its Crime Intelligence functions.

Across his career he has survived threats to his life, false accusations and repeated attempts to discredit him. Each time he chose to continue the mission of fighting crime and corruption rather than step away from it.

Daniel took investigations leadership roles at WorkSafe Victoria, in workplace safety regulation, and at the Victorian Electoral Commission, in election integrity. Both roles broadened his view beyond policing into how regulators and public institutions detect wrongdoing, decide what to act on, and hold themselves accountable for what they miss.

From 2023 to 2026 Daniel was the inaugural Deputy Commissioner (Operations & Technical Services) of Papua New Guinea's Independent Commission Against Corruption, helping build a national anti-corruption body from the ground up.

In that role he engaged international stakeholders including the United Nations, the OECD, the IMF, the Asian Development Bank and the FATF on transnational organised crime, money laundering and asset recovery. He has presented internationally to agencies including the UN Office on Drugs and Crime and the World Bank.

Daniel is as much a student of his field as a practitioner of it — a close reader of the history of policing, investigation and organised crime, and of how the law both succeeds and fails against them. He is particularly interested in how poorly designed laws and policy produce unintended and damaging consequences, even as he argues for institutions capable of confronting crime at its core.

In January 2026 he founded Integrity Solve, an advisory practice focused on integrity, investigations, financial crime and AML/CTF. He writes, speaks and comments on corruption, organised crime, financial crime and institutional integrity across Australia and the Pacific.
